The parents of 60 percent of all students report that their son or daughter is learning less than the child would have if the pandemic had not occurred, and parents express even greater concern about how Covid mitigation measures have affected their children’s social relationships and physical fitness. The physical opening of schools will require co operation between all stakeholders within the education ecosystem, viz, government, teachers, learners and parents. Viewed in context, then, the fact that the president has chosen to prioritize school reopening at all is remarkable—and praiseworthy. Mr. Biden has set a goal of reopening schools in his first 100 days, and the current union standoff in Chicago is his first big test. That need not be the only tool at the administration’s disposal, however. Ms. Lightfoot has been far too accommodating to the union, though she deserves credit for pushing at last to resume in-person learning.
